other colder spots in the bay area? lisa is here for mike. lisa? >> the big winner was napa at 17 degrees this morning. the old record was 26. san rafael broke a record at 30. san francisco and oakland, livermore, not quite. it was 29. matt talked about san jose gilroy was down into the low 20's. certainly a frosty frosty morning. we will do it one more night. temperatures will be in the 20's if some spots but i don't think we will see the teens again so as a result the national weather service has extended the freeze warning until 9:00 tomorrow morning with freezing temperatures except for san francisco and to add more into this scenario we are talking about a cold snowy mix headed our way tomorrow with details on that in a few minutes. >> this morning, a lot of folks had trouble getting out of bed. in walnut creek the temperatures were in the 20's. some commuters say just getting to bart was tough. >> i live four blocks away and it was a miserable walk here especially lately. we need some rain. i want it to know. precipitation would be nice. other than that, all good. one person

administration and management. >> okay. thank you. lisa here from oewd. >> good morning supervisor farrell and supervisor mar. this is a resolution approving amendment to the san francisco tourism improvement district management district plan. this resolution is going to require monthly instead of quarterly assessment collection and distribution of funds by the office of the treasurer and tax collector. greg coto is here to speak more to this but the board of supervisors has adopted ordinance 203-13 that amends article six of the san francisco regulation code to authorize the office of the treasurer and tax collector of the city and county of san francisco to collect the city's transient tax on a monthly rather quarterly basis beginning effective january 1, 2014 so this resolution for the tourism improvement district will change the management plan to allow the tax collector to also collect the assessments for the tourism improvement district on a monthly basis and additionally the file 131128 will amend the plan for the moscone expansion district and allow for monthly collections

? someone who has done extensive research on the economics of health. lisa powell. thank you for joining us. tell us first, if you think something like this is going to work to fight obesity in mexico. >> thank you for having me. mesko has moved up to the rank of the most obese nation in the world, and the concern is youth obesity. mexico is looking to see what it can do, and prison sentence might be one way to go. they are trying to disinvest -- disincentive eyes sugary beverages and consuming junk food. research has shown if you have a 10% increase in price, which is what the one peso per liter tax works out to be, it is estimated that would reduce conduction -- consumption. lower income individuals tend to be more price sensitive, and given that this is based on data in the u.s., we could see more of a bump in reduction. tendsx on junk food, that to be less price sensitive, so with an eight percent tax, we can see a 6%-7% reduction. part, andstand that that makes sense, but will that mean slimmer waistlines? ? -- waistlines? >> it is an excellent question. it depends on what people will
